Richmond Facilities Master Plan Study

Interactive Resources was hired by the City of Richmond to prepare a Facilities
Master Plan Study for more than 500,000 square feet of City office and
operations space in order to confirm the City's need for new office space. The
Facilities Master Plan Study included analysis of space utilization and needs,
and other considerations at City Hall, the Hall of Justice, the Richmond
Memorial Auditorium, the Art Center, Public Library, and the City Corporation
Yard.
In the course of preparing the report, interviews were conducted with over
thirty staff members in twenty departments to identify short- and long-term
staffing projections and the work space requirements of each position.
Workstation standards, which defined size and configurations of work areas,
were developed by job task, based on the staff interviews. Floor plans were
developed on our CADD system for each facility, and workstations were located
on the computerized floorplans, a process which promoted flexible space
planning.
During the Study, each of the existing facilities were inventoried and
evaluated, and periodic meetings with a City committee were held. The inventory
process entailed measuring, tagging, identifying and cost evaluations of all
furniture and equipment, and physical assets within the facilities. Information
developed during the inventory was entered on a computerized database and
located on the CADD floor plans . The database was cross-referenced with the
CADD drawings to allow access to information concerning the inventoried items
and the facilities.
The final report included a determination of present and 5-year needs, analyses
of all facilities, accessibility code review, recommendations for relocation of
certain City departments, workstation standards, finish, color and furniture
standards, adjacencies and a work flow diagram. The report determined that the
City did not need additional buildings constructed, but could accommodate
projected growth in City departments through relocation of departments and
renovation of existing buildings.
Three different renovation scenarios were identified to meet the City's goals,
involving minimum, moderate and major architectural modifications. Each
scenario was presented with associated cost estimates to assist the City in
prioritizing and planning construction.
At the commencement of the project, Interactive Resources developed a timeline
for completion of the study which designated target dates for key tasks. As a
result, all tasks were completed on schedule.
