This Site Selection Study and PDS was completed as part of Interactive
Resources' work under a supplemental services contract. Interactive Resources
performed master planning and site selection analysis for this project in order
to provide a comprehensive Master Development Plan. The Plan was designed to
satisfy the long-term (30-year) growth projections of the U.S. District and
Bankruptcy Courts and related agencies in the Sacramento area.
Issues analyzed included the feasibility of an annex to the existing John E.
Moss Federal Building/U.S. Courthouse and eleven alternative sites for
construction of a new U.S. Courthouse Building. Five preferred site
alternatives were identified and for each of those preferred alternatives, site
planning and massing studies using 3-D computer modeling applications were
completed.
The follow-up PDS proposed the acquisition of a full city block site in
Sacramento's Central Business District, suitable for the construction of a new
727,952-square-foot U.S. Courthouse. The 14-story structure will house the U.S.
District Courts, U.S. Magistrate Courts, U.S. Bankruptcy Courts, their support
offices, related agencies and other tenant occupants, and will accommodate
parking for 400 vehicles. This new structure, housing 34 courtrooms, will
satisfy the courts' future anticipated space requirements, projected by the
Administrative Office of the Courts, for the year 2020.
The PDS included analysis of codes and zoning studies as well as site issues,
programming, short- and long-term stacking plans, pre-design guidelines,
detailed cost estimates and construction scheduling.
