Directing a large multidisciplinary team of professionals, Interactive
Resources, in association with VBN Architects, completed a review of the
condition of residential properties operated by the Oakland Housing Authority
(OHA) for a grant funding program from the U.S. Department of Housing and Urban
Development (HUD).
This analysis included more than 3,000 units in more than 500 buildings located
at 262 sites throughout the City. The team completed comprehensive surveys of
all sites and buildings to determine their condition and repair needs, and
surveyed a statistical sample of 1,000 units for the same purpose.
These comprehensive surveys were completed in order to develop a thorough
analysis of the existing condition of Housing Authority property, to identify
and prioritize repairs needed to correct serious physical problems, to
determine cost estimates for identified repairs, and to recommend improvements
which would ensure the long-term physical and social viability of the
developments. To assist in data collection and analysis, the team included a
professional designated to serve as liaison with Housing Authority tenants. Our
Tenant Liaison surveyed residents about deficiencies, and interviewed and hired
tenants to assist with the field surveys and data entry. Our team also included
professionals whose sole responsibility it was to oversee compliance with HUD
and the Oakland Housing Authority's standards.
To complete the OHA project, our approach included the development of a
computerized database for data collection and analysis, creation of a
comprehensive checklist for use in conducting field surveys, data entry of
survey information, and the preparation of reports which can identify repair
needs by unit, building, site or work item. Also required was the careful
analysis of both physical and sociological deficiencies at each site.
