Frank Hagel Federal Building

As part of an indefinite-delivery contract with the General Services
Administration, Interactive Resources provided a design for the installation of
Level IV security measures at the Frank Hagel Federal Building in Richmond,
California.
The following security-related elements make up the core of the project:

vehicle deterrence barriers at the landscaped areas at the perimeter of the
building's north, east and west elevations;

a rolling gate to prevent unauthorized vehicular access, located at the entry
ramp leading to building's basement level service and loading bays; and
-
site signage to direct visitors to appropriate parking and delivery areas.
The Frank Hagel Federal Building is located on a key artery in the center of
downtown Richmond. In order to ensure that the installation of the essential
security elements did not detract from the City's goals of developing an
aesthetically pleasing and welcoming entry to the City, close coordination with
the City was required.
The solution included low concrete barrier walls, precast concrete bollards, and
precast concrete planter bollards. The low concrete barrier walls were set back
from the sidewalk hidden from view by the planter beds of agapanthus that
provide an aesthetically pleasing perimeter border. The public pedestrian
walkway that adjoins a portion of the southern property line was made secure by
placing approximately two dozen planter bollards at either end.
