Teachers Insurance & Annuity Association retained Interactive Resources to
perform an evaluation of the subject property and provide an overall property
condition report, which included a seismic assessment of the property. The
property consists of eight buildings containing 170 apartment units plus a
recreation building, bath houses, free-standing carports, swimming pool and
spa.
Building construction on this property varies. The tallest building consists of
three levels of wood frame over a single level concrete parking
structure. Other buildings consist typically of wood frame construction
over concrete spread footings, wood pile systems, or concrete block masonry
retaining walls. The lateral force resisting systems consist of plywood
shear walls and diaphragms.
Among the deficiencies sited, Interactive Resources reported that a seismic
event could precipitate fracture and instability of the slender, non-ductile
concrete columns of the parking structure. This in turn, could cause
failure of other structural elements. Interactive Resources recommended that a
detailed structural analysis of the building be performed and appropriate
repairs be made to improve performance and reduce risk.
